It's genetic.  Tell them to cut down on the sugars and
starchy carbs (white rice, white bread, anykind of
candy, etc.) and tell them to eat more vegtables and
fruits.  They most definitely need to be exercising
consistently as well (at least 3.5 hours a week). 
Just because they don't weigh very much doesn't mean
that they are healthy or that they have a low bodyfat.
 They need to put on more muscle mass and eat better
and they will start to lose the belly fat.
