It seems like eclipse-rcp provides org.eclipse.core.jobs version
3.4.1.R34x_v20081128 which should satisfy it though.
This looks like a problem with bundle version numbers. It works okay with the ecplise-rcp in F-10, which gives "3.4.0.v20080512" and the bundle version. Google turns up reports of similar problems with certain values of "bundle-version" which are not numeric.
