GCC uses $PREFIX/$TARGET for cross-toolchains.

So, if a cross-toolchain uses --target=spu these files land in /usr/spu

Whether using --target=spu is a clever idea and whether this makes sense
is a different matter. IMNSHO, it is none of both.

/spu is nonsense. I'd suggest to have FESCO block and withdraw this
package.
