Well, there is certainly an element of competition to what is 
happening, since Hauser (who clearly has to be working for the 
government in some capacity in order to call off a nationwide Amber 
Alert) is working at odds to whomever is sending out the criminals.
That doesn't mean that what he is doing (either personally or at the 
behest of the government is necessarily altruistic).

As for the people he is working with, not all that were taken from 
'63 were criminals, and for now, we don't know what is planned for 
the guards etc. Julie and the Doctor would seemingly fall into this 
latter group, so would only necessarily be in on it in as much as 
they were snatched up with the others. Even the criminals only seem 
to be on it in the most superficial of ways: they are more tools 
than anything else.

So I think Hauser's group is trying to find out who is behind it and 
through that what they are trying to achieve, whereas the group 
behind it is trying to achieve their goal given this opposition. But 
I don't think Hauser is a part of the group.
