Kelly, it's never a good idea to take something out of context...

The runner needs to be able to create suffient force to withstand the 
effects of gravity. 

Not gonna happen if one were to"...just engage in 
plyometric training instead of utilizing any form of strength 
training." The strength required doesn't need to come from Olympic 
lifting when there are other lifts that are more efficient in 
creating the necessary strength.
