No, it's not.

For starters, not everything here is under the server's control. Even if a new message is inserted as non-new message, a mail client when it sees a previously unknown message may still flag it as unread.

Furthermore, if you don't want to see a particular message, the right approach is to deliver it to a different folder, other than INBOX. Problem solved.
