Betr: Does running pci lan card protect from power surge over ethernet cable ?

Yes,

Your switch has a transformer for each ethernet cable outlet. This isolates
the 2 ethernet cables.

Any ethernet card also has a transformer, so by adding a switch you have
added a layer of insulation.
