Thanks Ken, that was the hint I needed.  Searching for bin86 takes you
to Dev86's homepage which shows there's a 0.16.18 version.  I don't know
why/how I found 0.16.17 to be the newest.  Anyway, the copt.c patch
previously mentioned is still needed, but the Makefile issue has been
fixed in the newer release.  So, having a patched make-3.82 + patched
copt.c in Dev86src-0.16.18 is enough to get a full build completed.
