It seems to me that a jamb nut, usually on top of the rod that threads into the
hole, is missing; otherwise one could not adjust the mirror rods to look
behind/around one's shoulders or other possible obstructions to the rearward
view.

If I'm understanding this correctly, the mirror now turns PAST it's
original stopping point?
If so, howzabout a simple fix like placing a paper thin washer on the
threaded portion of the mirror. Perhaps 2 if need be so it stops
turning and will snug down in the appropriate position.
