A surge suppressor will have absolutely no effect on a network's 
connection strength.

But define what you mean by "signal" here.  Do you mean the cable TV 
channel signal strength?

Or do you mean wireless network signal strength?

As has been mentioned elsewhere, using a Tivo off a wireless connection 
is never as satisfactory as using a wired network connection.  There's 
just too much data to push through the air, made even worse by 
interference or other signal issues.  Pulling wire or rearranging the 
networking gear so the Tivo has a hard wire connection is a much better 
plan.  Yes, it's harder than wireless, but it works.
