You might want to talk with hasienda; he's done many plugin
translations and can probably point you at some best practices. I'm
maintaining the FullblogNotificationPlugin, but no longer using it, so
I'd be happy to pass off maintainership, or give you commit access to
the repository if you'd like to make some changes.
