If the washer is missing from the rear axle and it has not been used as a 
spacer inside the wheel, then the RHS swing arm will be under lateral stress 
when the  axle is torqued up. Suggest you release the axle nut several turns, 
release the pinchbolt on the RHS and tap the axle thru to the RHS. You should 
have a gap between the caliper support bracket and the swingarm of around 3 
mm.This space is normally taken up by the washer which butts against the 
shoulder on the axle and the boss on the caliper bracket. If there is no gap, 
it’s unlikely the swingarm has been ‘sprung’, so the washer may have been used 
as a spacer and is still inside the wheel between the wheel hub and the drive 
spline.

You don't want to remove the washer because that would change the geometry 
between the swingarm. Sorry that I cannot give dimensions of that spacer washer 
because it is currently moved inside. It's about 1/8" thick and the inside 
diameter has clearance to slide over the axle.
