Webstart Fails on 1.5 version 4 Richard Good Mon Jun 22 18:00:41 2009

I have two apps deployed using java webstart. They have been working great for years. Now with the latest release of java (1.5 update 4) on Leopard the apps are failing to launch for some users, others no problem. It is only happening on 10.5.7 with the latest updates.
In the Console I'm getting a Launch Runner app error unable to find javaws.main.
I reinstalled the java update and I now can launch from the java preferences application but still can not launch from a created a desktop app. 

Any suggestions?
