The 2 buttons v. 3 buttons is a choice to retain your custom toolbar layout rather than changing to the new 3.x default.
The second is simply resetting your default window geometry to default values. I expect you had the split bar set all the way to the top in the Build Results view (and there are old cases where the split position would be corrupted and set beyond the top of the window).
