Indeed it does.  And I can see my project's Warnings now too.
I suppose the explanation involves some kind of legacy that I don't want to know about because it should never happen again.
The 2 buttons v. 3 buttons is a choice to retain your custom toolbar layout rather than changing to the new 3.x default.
The second is simply resetting your default window geometry to default values. I expect you had the split bar set all the way to the top in the Build Results view (and there are old cases where the split position would be corrupted and set beyond the top of the window).
